Announcement: You are cordially invited to attend and participate in the 7th SOA e-Gov Conference on April 28, 2009. The event features an array of presentors, breakout sessions, and an exhibit you won't want to miss!

This conference, held every 6 months, is one of the region's premier opportunity for federal managers and MITRE Subject Matter Experts to network with fellow technology and business leaders who are at the forefront of their agency's efforts to provide adaptive, integrated architectures that align business with information technology (IT) solutions, while fully leveraging their agency's existing IT assets.

Senior Executive, Technical Direcor for the Navy's Program Office for Battlespace Awareness and Information Operations, senior management positions with private industry, and degrees in business management and administration
 
Getting people to just publish their data, joke: crashed about 50 feet from last year (when are we ever going to get it right!), how does DoS find DoD, etc. for effective and automous data sharing. What have we learned: Identity Management, Access Crontrol, etc. (see slide 9). How do we federate? Can we really expect the federal government to adopt a massive federation plan? Really achievable - like an answer by the end ot the day.
 
Cloud Computing - the next big thing! DISA Partnership Conference last week - see proceedings!
 
The 2/10 Technology (2 years in buzz and 10 years in development) - participating in Federal Cloud Computing Group (lead by Vivek Kundra) - amazing person and activity!
 
DISA RACE Project: On-demand computing, Forge.Mil. Establish DoD CIO Council (storefront for knowledge of EA, etc.) Publishing into the Cloud will reshape our understanding of Content Management. All run on cloud probably at DISA. See brief by Salesforce on Multi-tenant metadata management.
 
IaaS, PaaS, SaaS communities - focus on transition - highly re-usable tools with minimized risk (quick mashups in the cloud)
 
Time to re-think how to achieve Information Superiority.
 
Q: How to influence the Hill on acquistion strategy A: Federal CIO looking at changing legislation to help with this - probelm is we are risk adverse - push problem to the next system (not for quote)
 
Q: Governance in multi-agency environment A: Think new Federal CIO can pull this off (not for quote)
 
Q: When are Indentity Management, etc. coming? A: EGB - Enterprise Service Review Board (under it IM, etc.) get on DKO and see work going on and get involved.

Improve government efficiency through modular architectures. CBDI Journal - 10 years of best practices.
 
We have got some problems and the solutions are creating the agile enterprise: business, applications, and technology. Use abstraction and minimize the imapct of changes at each level on the other levels. Use Model-Driven Architecture, UML, etc. in a SOA.
 
Architecture is necsessary to manage complexity (John Zachman). Really needs to be service oriented - otherwise you can end up with a lot of monolithic EAs. SOA fundamentals (e.g. definitions) adopted OASIS Definition in the Practical Guide to Federal SOA. Services affect everything: Service-oriented enterprise (SOE), Service-oriented architecture (SOA), and Service-oriented infrastructure (SOI).
 
SOA Critical Success Factors (trust, consistency, readiness and maturity, federated governance, technology platform) - challenges with a lot of work to be done - data has to be cleaned up before it really works in a SOA, etc.
 
Vision - Flexible, Federated Business Services (e.g. getting your flight boarding card, etc.)
 
Twin Track Approach - separate provisioning of services (service provisioning) from the assembly of services into solutions (solutions delivery).
 
Practical Guide to Federal SOA Recommendations (see document): Build Communities, Develop EA, Make it Services, Leverage Incremenatal Assests (not a big bang approach)
 
Roadmap - More management more success.
 
Revising PGFSOA (2009) (written by about 70 people - reads like it) to tighten it up. Include Architectural Principles for US Government (2006)
 
OMB Future Direction; Services - Come to a central place for Mortagages, etc.
 
Service Oriented Government in Action Best Practice: NYC Business Express (e.g. open a restaurant - over 30 different requirements form 11 different agencies, with dependencies, etc. - used to take months). Created Virtual Value Chain (build building, serve liquor, etc.). Implement in weeks not months. Asked who are our major constitutents, serve them.
 
Everyone has a role in this.
 
Q: What about all the coding examples in the enterprise (Java, etc.) A; These are included in the SOA EA.

Agile SOA Process: service requirements and analysis occur in parallel
 
Agile Service Management: evolutionary, incremental, and process adapability
 
Government is a little behind in being agile so suggest combining Agile and Waterfall
 
Virtualization: an abstraction layer that decouples a consumer from the provider of resources
