Story

HealthIT.gov Dashboard: Spotfire not Flash

I saw an excellent presentation at the recent Government BIG DATA Symposium by Dr. Julia Skapik, MD, MPH, Medical Officer for Dr. Kevin Larsen, Medical Director, Meaningful Use, Office of the National Coordinator for Health Information Technology, U.S. Department of Health & Human Services, entitled "HHS Perspectives on Health IT and Big Data" Slides.

I found the slides contained two URLs of interest:

NLM Value Set Authority Center (VSAC); and

The Health IT Dashboard.

I found the use of Flash for the actual dashboard to be cumbersome and decided to re-create it using Spotfire on the 13 spreadsheets at the Data Sets and Documentation Web Page, plus the Data Catalog spreadsheet, which I recreated as part of the Knowledge Base I built for my data science audit. I found a slight mismatch between the 5 topic names in the HHS Health IT Dashboard and the 5 topic names in the Data Sets and Documentations. There were 31 individual data sets used in all including two Shape files for state and country boundary files.

The Spotfire Dashboard has 7 Tabs as shown in the screen captures below.

I hope that you agree that Spotfire is better than Flash for the Health IT Dashboard.

The is more data that could be included in this or other dashboards and more advance statistical analyses could also be done in Spotfire on the data sets.

ONC Dashboard Overview

The ONC Overview Dashboard includes summary information about all of ONC's HITECH grant programs, including their location, funding amount, and contact information.

State Health IT Adoption Statistics

The Health IT Adoption & Use Dashboard presents ONC state summary estimates for the rate of electronic health record (EHR) adoption among office-based physicians and hospitals.

With the State Health IT Adoption & Use Dashboard, you can:

  • Discover state rates of hospital and office based provider adoption of EHRs according to overall, small, and rural hospital groups with the EHR Adoption Dashboard
  • Explore state and county level data on health information exchange such as pharmacy e-prescribing capacity, and provider e-prescribing activity (through EHRs or stand alone systems) with the E-Prescribing Dashboard
  • Download and analyze the data for your own purposes.

REC Program Dashboard

The Health IT Regional Extension Center Program dashboard tracks monthly progress to the programs primary care provider EHR adoption goals. The Dashboard includes over 60 custom reports covering 30+ key measures at the national, grantee, state, and county level.

With the REC Program Dashboard, you can:

  • Examine how the REC program is accomplishing its goals by reviewing patterns provider attainment of EHR adoption milestones across a range of important health care provider demographics.
  • Evaluate the REC program and grantees progress using the demographics of providers working with RECs according to practice area, specialty, setting and more.

Health IT Workforce Dashboard

The Health IT Workforce Dashboard includes summary information about the Community College Consortia to Educate Health IT Professionals Program, including location of grantees, and progress to health IT workforce development goals.

  • Find out which community colleges and universities in your area are participating in the ONC Health IT workforce Programs.

CMS EHR Incentive Programs

The Meaningful Use Dashboard presents data from the most recent CMS public use reports regarding EHR Incentive Program payments to eligible hospitals and professionals. The summary data in the Health IT Dashboard depicts national trends since the program's inception as well as current snapshots for each state.

Some key information provided by the new Health IT Dashboard for Meaningful Use includes:

  • At-a-glance summary of the total EHR Incentive Program payments, showing nationwide trends over time.
  • One-click state summaries describing the distribution of eligible provider (hospital or professional) participation in the Medicare and Medicare programs.
  • Detailed maps showing the number of health care professionals and location of hospitals that have met meaningful use payment milestones since the Medicare EHR Incentive Program's inception.

The Office of the National Coordinator for Health IT (ONC) Open Government Dashboard for Health IT overviews ONC's federal health IT strategy and presents key performance measures, figures, and data tables that enable real-time monitoring of the evidence-base regarding the status of and impact from federal policy making, programs implementation, and research activities related to health IT and the modernization of the U.S. health care system.

I. Using the Site

2. Active Tabs in the Dashboard View

There are 3 tabs available through the left content panel of the Health IT Dashboard, Dashboard View. The three panels contain: pre-configured charts & graphs that communicate key performance information, user-controlled map options that enable the customization of the measure and points displayed on a dashboard map, and a description of the dashboard, entity, and data sources in the active view review.

Examples of the three tab views available within the Tab Selection Panel are shown below.

Charts & Graphs Left-most Tab on Tab Panel This tab includes 3 sections of pre-set analyses that communicate key performance indicators within a particular dashboard theme. The analytical areas expand into a pop-up window upon mouse click. From the expanded view, users have the option to change between chart and grid view, print view, and download the data.
Map Options Center Tab on Tab Panel This tab contains three options to customize the information displayed on the map. The tab is comprised of three sections. 
In the top section, titled "Customize Map View" users can select the statistic that is presented on the map. The statistic is communicated using a color gradient that is overlaid on the map. 
In the middle section, titled "Select Points to Map" users can select from available points to map, such as ONC grantees or other public health entities. 
In the bottom section, titled "Organizations Displayed," users can review a list of the organization names for all of the organizations shown as points in the map view. If a particular organization is selected from within this section, the organization will be highlighted on the map and any corresponding performance information in the Charts & Graphs panel will be filtered to the data that pertain only to that organization.
About Right Tab on Tab Panel This tab provides documentation about the data active in the current dashboard view, including the description, contact information, data history, viewing level, produced by, and data source citations.

 

3. How to use the Open Government Dashboard for Health IT in the Data-Only View

This webpage contains all of the data sets and documentation that are available within the Open Government Dashboard for Health IT. In contrast to the "Dashboard View," which combines interactive data tables, charts, graphs, and maps to visually depict key performance indicators and trends, the "Data Only View" is exclusively focused toward the dissemination of open and re-usable datasets.

Data tables from the "Data Only View" and "Dashboard View" are all downloadable in comma delimited (.CSV) or spreadsheet (e.g., .XLS) compatible format. Data that is downloaded as a spreadsheet will contain two worksheets, one worksheet that contains a formatted data table – and is labeled "Data" – and one worksheet that contains documentation about the dataset – and is labeled "Documentation." The summary information available in the downloaded "Documentation" worksheet includes the data set name, data source and contact information, date that the data set was last updated, and a summary statement describing the primary insights that can be gleaned from analyzing the dataset.

The Health IT Dashboard is an open government project from the Office of the National Coordinator for Health IT (ONC). ONC maintains the Health IT Dashboard as a platform to distribute a broad range of health system and grant program performance measures tracking the adoption and meaningful use of various health information technologies (health IT), including electronic health records (EHR) and others enabling health information exchange (HIE).

I. Overview

This web page contains the same datasets and documentation that are available through the Health IT Dashboard. The datasets and documentation are available in comma delimited (.CSV), spreadsheet (.XLS), and portable document (.PDF) formats. Data that are downloaded as a .CSV are from the most recent period of data reported through the site. Data that are downloaded as .XLS contain the complete historical dataset presented through the Health IT Dashboard. The .XLS files will contain at least two worksheets, one labeled "Documentation" and having summary information for the dataset, and one or more worksheets labeled with the month and year of the data (in MM-YY format) and including the data. Files that are available in .PDF format include data dictionaries, annual reports, and other interesting summaries pertinent to each dataset.

The Office of the National Coordinator for Health IT (ONC) has established the Health IT Dashboard to distribute and contextualize key research and program performance data depicting trends in the adoption and use heath IT throughout the United States health care system. While ONC provides the data and encourages its re-use, data that are converted, processed, or otherwise altered from the state inherent in the Health IT Dashboard are the responsibility of the user and not ONC. Dashboard users are encouraged to contact the grantees or program offices responsible for each measure in the health IT dashboard. Contact information for related entities is availble through the ONC Summary Data, Grantee List downloadable file.
