Mills Davis and Brand Niemann are restarting (by popular demand) the Semantic Interoperability Community of Practice with the launch of Semanticommunity.info: Community Infrastructure Sandbox for 2011-Getting to 'the 5 stars of Linked Open Data' and we would welcome your participation again at http://semanticommunity.info/. Ideas we would like to explore with you include how best we might:

    • Harvest and package content from the sorts of meetings & demonstrations we are planning for dissemination through media channels -- publications, digital, events, etc.
    • Collaborate together to develop and conduct a series of educational events that would reach the right audiences as well as benefit all parties involved.

Denise Bedford(KSU), Brand Niemann (Semantic Community), and Steve Else (CPPE) want to answer these questions:

What arguments (theoretical and proven) can EAs use to encourage the CIO and CFO to increase funding for the Enterprise Architecture initiatives? Is there a pilot one could do to help bolster an argument for more support/spending toward EA efforts? Would setting up mentor-led practicums for individuals and small teams in enterprise and solutions architects help?

What is the Value Proposition of Open Government Data and Semantic Technologies?

Questions from Alexander B. Howard on "the value proposition of OGD" on November 13, 2010:

On Tuesday, I'll be speaking on a panel at the first International Data Summit in Washington, D.C. The topic of our panel is the same as the title for this discussion. Before I pull on my suit and head for the microphone, I'd like to hear what's on your mind.

    What do you think?

What are the best resources to read?

Which countries, states or cities are leading the way in open government data? What does that mean?
Brand Niemann Response: See at http://semanticommunity.net/ first Spotfire: Build Data Catalogs in the Cloud in Support of Data.gov and EPA's Strategic Data Action Plan and the next Spotfire: Build Your Own Data.gov Mashup-of-Mashups Catalog (in process)

How do you measure success in this space?

What are the barriers to open government data for agencies, municipalities and states?
Brand Niemann Response: Some data must be downloaded and unzipped before it can be accessed which does not lend itself to dynamic mashups (reuse) and interoperability with other catalogs.

Some data itself is essentially a brute-force serialization of data tables into XML and RDF without any metadata and is very difficult to use.

Questions from Mills Davis on "the coming knowledge-centric paradigm shift" on December 1, 2010:

What areas should government agencies be targeting? (and why?)

Brand Niemann Response: Input to Data.gov - see new CONOPS at http://www.data.gov/documents/data_gov_conops_v1.0.pdf. See my Build Data Catalogs in the Cloud in Support of Data.gov and EPA's Strategic Data Action Plan at http://semanticommunity.info/Data.gov/Build_Data_Catalogs_in_the_Cloud_in_Support_of_Data.gov_and_EPA's_Strategic_Data_Action_Plan - show how do agency strategic plan that feeds data.gov

What are the themes and solution categories Federal organizations should be targeting where semantic technologies will deliver good value?

Is there an inventory of case examples of where semantic technologies have been or are being applied already?

Is there a who's who list of technology decision makers and influencers across government?

Is there a review of what various technology vendors, system integrators, and consultants have been working on.
Brand Niemann Response: You are the expert at that!

Is there a way to size and prioritize opportunities?
Brand Niemann Response: Beth Novek's "Love Our Data", Jeanne Holm's "Build the Virtual Community", and Vivek Kundra's "the value is in data integration". Provide a briefing to Jeann Holm (will meet next time she is in DC), Sonny Bogwhalia (sent email on Monday), David McClure (he is next), and Beth Novek (then her) - I am trying to get an audience with them as we speak.
