    Purpose

    What is the Chief Architects Forum?

    • The Chief Architects Forum serves as a formal mechanism for the voice of the Chief Architect Community to be heard by the AIC Leadership, CIO Council, and OMB.
    • The Forum is comprised of Chief Architects from federal government agencies.
    • Provides an opportunity for Chief Architects to get together to share real world experiences and identify specific issues to promote EA successes.

    What is the purpose of CAF?

    • To assist Chief Architects in improving the practice and usefulness of architectures in their agencies and in the Federal Government at large.

    What is the philosophy of CAF?

    • The CAF represents the shared voice of the EA community through a cooperative forum and that federal ? wide EA success rests squarely on the success of the individual and departments.

    What is the Operational Model of the CAF?

    • The CAF meets quarterly and focuses on topics that are relevant to advancing the practice of EA.
    • During the meetings, participants are facilitated in small group breakout sessions on various EA topics.
    • A discussion summary of the meeting is prepared, which includes analysis, and is disseminated to the CAF community via the CAF list serve.
    • The summary is also sent to the AIC Leadership.

    Dear Colleagues,

    Thank you for attending the Federal Enterprise Architecture Community of Practice Seminar on October 1st.   The feedback I received from many of you was that it was a great success in terms of getting together and beginning a discussion about how we can be more relevant as a community of practice, and in contributing to Administration and Agency mission improvement.   I very much appreciate Vivek Kundra (Federal CIO) taking the time to provide welcoming remarks, and also appreciate the contribution of all of the speakers, panelists and participants who added to this rich exhange of ideas.  I briefed Vivek and Mike Howell (OMB Deputy Administrator of the Office of eGovernment and Information Technology) after the seminar, and after coordination with Michael Carleton (AIC Co-Chair) I made a number of recommendations for going forward, which received their support and are as follows: 

    1. A second community-wide seminar will be held in six months to unveil a revised, over-arching approach to federal architecture and information governance.  Friday, April 8th is the tentative date for this seminar and a larger venue will be used so we can accommodate more participants.

    2. The Federal CIO Council’s Architecture and Infrastructure Committee (AIC) remains our community’s governance body.   The Federal Chief Architect supports and advises the AIC, and coordinates with the Federal CIO for the CIO’s approval of federal architecture-related policy.   The Federal EA Program Management Office (FEAPMO) at OMB will continue to manage and update the federal approach to EA with input from the AIC and other community / stakeholder groups. 

    3. FEAPMO will lead a project to develop over-arching guidance on standards for federal EA – probably to be published as Version 2 of “A Practical Guide to Federal Enterprise Architecture” (first published in 2001).  I will form a core writing group for this effort and will work with the AIC to vet drafts with the EA community, including government and industry representatives.  The completion milestones are: (1) initial draft by January 15,  2011; (2) revised draft by February 15th; and (3) final draft by March 15th.   Monthly progress reports will be provided to the Federal CIO.

    4. During the next two months, I will conduct a “Listening Tour” to visit with the AIC and agency Chief Architects and to identify areas where architecture has provided value, and where improvements are needed.   From this, a report will be provided to the Federal CIO for his approval of recommendations for community engagement in current and new programs that are of the highest priority to Agencies and the Administration.  This report will also provide recommendations for the new architecture and information governance approach being developed by the AIC.  Marketing and communication products will also be produced to help raise the profile of the “new” federal EA community.

    5. I will host a series of discussions with the AIC and Agency Chief Architects during the November/December timeframe on the need for new scales of architecture – to support sector-wide, government-wide, and international initiatives.  We need to continue to do solution, segment, and enterprise architecture in accordance with federal law and guidance in each agency.

    6. I will work with the AIC and Agency Chief Architects during the November-January timeframe to identify architecture methods that would support the evaluation and implementation of important initiatives such as cloud technologies by agencies and to promote NIEM adoption as a standard.

    Summary

    Approximately 80 senior architects, CIOs, and CTOs from throughout the federal government convened on October 1, 2010 to discuss actions that the federal Enterprise Architecture (EA) community needs to take to be of value to agency line of business owners, program offices, and leadership.   The community has felt recently that it has been underutilized and that there is an overall misconception of their role.  Several panels, discussions, and question/answer sessions gave community members a chance to express their ideas and concerns.  During the seminar, five overall themes arose:

    1.Fundamental Change

    The EA community realized they are not as influential and successful as in the past.  Vivek Kundra said that the federal EA community has been often focused on compliance documentation at the expense of supporting mission improvements.  The community realized it has to change.  Enterprise Architects need to be involved in agency strategy, business, and budget planning sessions, not just focused on information technology.  Trust needs to be built between the agency CXOs, program managers, and architects. 

    Feedback from attendees reflected agreement on the importance of delivering tangible, mission and outcome-oriented results.   The time for a change has come. There is a window of opportunity where the community feels it can make the change and be successful.

    2.Success Stories and Value

    The need to create a source of EA success stories and a set of program evaluation metrics to reflect where value is created are items that came up throughout the meeting.  Community members felt that if there were more success stories available to them, convincing agency leadership that EA can contribute to mission improvement would be easier.   The EA community needs to communicate better both internally and to agency leadership. Coming up with marketing materials in a vocabulary that can be understood without much knowledge of EA will help agency leadership become familiar with what EA can offer. 

    3.Where Does Enterprise Architecture Belong?   

    Currently, agency leadership often associates EA with IT and not with business or strategy.  Some community members felt that in part this was due to the EA function reporting to the agency CIO and not the COO or CEO equivalents… or having stronger collateral relationships outside of the CIO organization.  The community felt that if the EAs were seen as a strategic asset instead of an IT practice, the architects could add more value across the agency. 

    4.New Approach

    Currently, there is a lack of coordination and clarity among federal sector architecture concepts and practices.  A number of community members expressed a desire to see a ‘common approach’ to federal architecture be developed that could be adopted by civilian, military, and intelligence agencies to promote the ability to better exchange architecture information and to improve work being done on multi-agency, sector-wide, inter-government, and international efforts.   A new approach would need to be over-arching and include all aspects of EA practices.

    5.Expanding Level of Scale

    Expanding the existing levels of scale to include a Sector architecture and Government-Wide architecture was well received. There was a healthy debate with questions including creation and enforcement of standards at these levels.

    The community discussed action items to be pursued over the next six months. These action items will be worked on collaboratively by the community and will be reviewed by the Federal Chief Architect and the AIC, as well as by Vivek Kundra and Mike Howell.

    EA is needed now more than ever especially in these times of unprecedented change where major transformations in government operations such as data center consolidations, shared services and cloud computing are being implemented.  EA, as a management discipline, is positioning itself to begin deliver transformational results for business managers by assisting them hone their strategic objectives through advanced analytics and decision support.  

    New approaches have been developed for producing rapid, agile and targeted results.  Among them is the Rapid Segment Architecture Methodology being practiced within the Department of Health and Human Services (RSAM), which leverages the Federated Segment Architecture Methodology (FSAM), but tailors it to shorter timeframes and a limited set of artifacts defined by the issue at hand.  This session will educate attendees on this new approach to EA, as well as discuss how it aligns with GAO’s EA Maturity Framework, Version 2.0.

    The advances in EA have also led to a discussion about the need for greater transparency of the IT infrastructure across government and development of a Unified Government Enterprise Architecture Framework (UGEAF) that will serve as a bridge between the two leading Federal EA frameworks (FEA, DoDAF). The session will discuss what the UGEAF will look like and the implications for the development of more complete government enterprise-wide service solutions.

    Our discussion will be led by a panel of government and industry EA thought leaders and we will solicit audience participation in a town hall style format.

    The CIO Council AIC and ACT-IAC would like to invite you to attend an interactive discussion on achieving better business results through EA and performance management approaches. To help fulfill the Obama Administration’s vision of change, innovation and transparency, government executives and business stakeholders will need to utilize leading edge best practices when making major IT investment decisions.     The CIO Council and ACT-IAC would like to invite you to attend an interactive discussion around innovative uses of process architecture to deliver performance results. ‘Smart’ Business Process Management (BPM) is an effort to use methods and tools to embed proper process controls as well as integration points for collaboration and metrics for data driven performance reporting. The themes which will be addressed include: Agility (Continuous Improvement & Innovation); Organizational Collaboration & Empowerment Sustainability and Supporting a Citizen Centric Focus for Government.

    A moderated panel will explore the following topics as its agenda:

    • Engaging the organization, learning and documenting the way things are done today; including pain points, risks, improvements and technology opportunities.
    • Providing a platform to prioritize business problems and visualize impacts associated with decision alternatives. 
      Linking to strategy, “making it real” for mission and business support processes.
    • Applying smart process controls that both empower process design and provide ‘beacons’ for consistent performance measurement.
    • Creating new business processes that achieve desired performance improvements with the endorsement of organizational stakeholders…because they played an active role throughout the improvement initiative.
    • Providing solid, traceable, and meaningful outcome measurements that give executives the “line of sight” they need to make sure objectives are being achieved…and options to address any problems that might prevent success.

    You are invited to the second 2009 seminar of the ArchitecturePlus Seminar Series. Putting the Federal Segment Architecture Methodology (FSAM) into action will be the theme for this session.  
     
    This session will open with an analytical look at the federal IT Portfolio, examining the new insights that the initial EA Segment Reports (EASR) bring us.  Second, we will walk through how the FSAM was utilized to create the Recovery.Gov architecture, and highlight how this architecture will operate across agencies to assist in implementing Recovery.gov.  
     
    After a break we’ll reconvene with an update on the development of Data.gov, which is putting “vast amounts of government data into the public domain.”  Moving on, the discussion will focus on the next steps of the Federal Enterprise Architecture Program, specifically the next phase of the EA Segment Reports, capturing EA success stories, and the annual Enterprise Architecture Assessment Framework (EAAF) agency self-reporting process.  Also attached to this Agenda are results of the ACT-IAC Enterprise Architecture – Shared Interest Group’s February 2009 survey of what’s important to the EA community.

Mark Forman (KPMG) and former Federal CIO/e-Gov leader will share his opinions.

    The session will continue with OMB’s recently launched Enterprise Architecture tool VUE-IT or V isualization to U nderstand E xpenditures in I nformation T echnology.  VUE-IT is elegant in its simplicity as it enables its users a level of transparency into IT investments or a look “under the hood” that can reveal opportunities for Agencies to leverage each others’ IT investments when planning and developing segments and solutions for delivery of services to citizens.  
    One of the key objectives of our session is to solicit ideas from attendees on ways to further improve and utilize the capabilities of VUE-IT.

    Our discussion will be led by John Sullivan, Chief Architect for EPA and currently part of the FEA PMO. We will examine how using VUE-IT provides us:

    • The potential to advance the development and enhancement of enterprise solutions, and expand them into areas not yet developed;
    • The ability to identify areas where we can most effectively apply EA to help achieve the new Administration’s agenda; and
    • How to use VUE-IT together with other currently available EA tools such as:

    Description: Please join us at this seminar for the unveiling of the Federal Segment Architecture Methodology (FSAM) and the Segment Architecture Reporting Template.    The FSAM highlights “best of breed” approaches from federal agencies that are used to produce actionable architectures that will help move our discipline further into the scientific realm by establishing a repeatable process that produces results.  By following FSAM Architects will be able to develop actionable architectures that will satisfy their business owner’s needs and ensure results.  The segment template, which works with FSAM, is a reporting requirement from OMB for agencies to complete for each segment.   The template can be quickly populated by following FSAM with the major reporting attributes regarding completed segments that will be reported to OMB FEAPMO.

    During this seminar attendees will learn about important feedback received on both items during the federal review comment period and about the new FSAM website that includes an on-line toolkit for architects and information on how various stakeholders can use the methodology (e.g., CPIC, Business Owners, Security Professionals, etc.).  In addition, attendees will learn about how they can obtain FSAM training, as well as more about the current interactions with OMG for standardizing the reporting template as a standard meta-model for tool vendors to incorporate.  They will also hear a case study from an early adopter of FSAM.  And finally, a panel discussion will be held to answer any questions on the new template and FSAM.

    Federal agencies are beginning to use Enterprise Architecture as context and method for developing and implementing a coordinated set of security and privacy controls at the enterprise, segment, and solution/system levels.  Though in the early stages, cross-community dialogue and polices are emerging to integrate and align security, privacy, and architecture concepts.  Evidence of this is seen in the recently released NIST Special Publication 800-37 (Guide for Security Authorization of Federal Information Systems), the update to SP-800-39’s Risk Management Framework, the development of “continuous monitoring” procedures, and the interdisciplinary development approach being taking in creating version 3.0 of the FEA Security and Privacy Profile, scheduled for release for initial comment in the fall.
     
    This symposium will bring subject matter experts to the table to focus on these issues.

    Just about every federal agency is in the process of adopting SOA in some fashion – from experimenting with shared services to developing enterprise-wide service architectures. The results to date are mixed.  In June 2008, the Federal CIO Council/Architecture and Infrastructure Committee issued a guidance document to assist agencies in determining the steps they should undertake to make most effective use of this new business and IT paradigm.  This symposium will provide an introduction to the Practical Guide and will bring subject matter experts to the table to discuss issues associated with making SOA a more effective tool for government agencies.

    One of the biggest challenges facing Enterprise Architecture is ensuring that it is appropriately integrated into the decision making processes of the other management disciplines with which it intersects - strategic planning, capital planning, procurement, budgeting, and security are but a few examples.

    During a recent Quarterly Enterprise Architecture – Shared Interest Group meeting a panel of experts was brought together to identify the major issues that must be addressed to achieve that integration. They identified three major issues:

    Use EA to describe major business/IT initiatives and the relationships between the initiatives

    Establish a results oriented value proposition for EA, and

    Create actionable information for critical management decisions and strategic direction.

    This symposium will bring subject matter experts to the table to focus on these issues.

    ArchitecturePlus is a free event that is open to both public and private sector.  Anyone involved in or has an interest in Enterprise Architecture is invited to attend.

    • The Architecture Plus March 18th Seminar will focus on the Federal Healthcare Architecture, its use of the Information Sharing Environment (ISE) Profile, lessons learned and the portability of the ISE to other cross jurisdictional enterprise initiatives such as Criminal Justice, Department of Defense Business Transformation, Transportation and Emergency Response. The session will review the status of the use of standards and inter-operability projects.
    • In addition, participants will be introduced to a new initiative sponsored by the Enterprise Architecture – Shared Interest Group of the Industry Advisory Council, LIFT (Leverage, Integrate, Focus and Transfer).  LIFT focuses on ensuring that progress made to date in maturing the discipline of Enterprise Architecture is translated into mission driven results for program managers.  LIFT focuses on examining specific enterprise solutions and the EA tools they have utilized in order to understand how to best leverage the lessons learned to maximize mission driven results for program managers.
    • John Teeter – Deputy CIO of HHS will moderate the session and talk about the Information Sharing Environment Profile effort that this effort will complement. The panel will consist of Henry Chao, CTO of the Center for Medicaid and Medicare (CMS), Vish Sankaran, Fed eral Health Architecture Program Director of the HHS Office of National Coordinator for Health Information Technology, Gary Washington, Chief Architect FDA, and Ken Ruben, EDS and HL7/OMG Service Lead.

    Section 5.4.3 Observations and Issues: A long-term strategy should consider formal semantic representations for the CTISS data and metadata elements to provide a stable foundation supporting precise common meanings, accurate translations, semantic search, semantics-based information extraction and integration, and effective analysis of shared information. Evaluation studies and prototypes are needed to pave the way for a semantic technology implementation roadmap that will provide the ISE and its stakeholders the benefits of semantic capabilities. For example, the Web Ontology Language (OWL) and Resource Description Framework Schema are beginning to be adopted as standards as the World Wide Web evolves into the Semantic Web. Creation of a prototype that evaluates the use of OWL for data exchange in the ISE should be considered.

    The objective of this meeting is to develop a draft “strawman” dictionary/glossary of Enterprise Architecture Terms that the Federal Government can refine and publish as a de-jure standard to be used by the government and all its constituencies.

    The purpose of the Forum is to solicit your feedback, as Chief Architects, on the draft Industry Advisory Council (IAC) version of the dictionary/glossary and address issues related to this document. This “strawman” glossary, available at the January 6th meeting, will be used as the basis for breakout discussion sessions. The “strawman” glossary has been drafted by the IAC and will be revised after the CAF Meeting to ensure that all changes and revisions are added.
